Changes to Public Procurement Legislation

Amendments to public procurement legislation were recently approved, namely to the Public Contracts Code and to Law No. 30/2021, of May 21, which approves special public procurement measures.

The changes arise, given the impossibility of waiting for the announced structural revision of the Public Procurement Code and are intended to make certain rules more flexible and mobilize and energize the construction sector, in order to bridge the imbalance between supply and demand and respond to the current housing shortage.

In parallel, the European Commission published new Delegated Regulations (EU) that update the European thresholds applicable to public contracts for the years 2026 and 2027.
